Facts concerning Learner's Permit and First Time License
What is a Temporary Instruction Permit?
Prior to taking a driver education course the student, regardless of age,
must obtain a Temporary Instruction Permit from the Office of Motor Vehicles.
Minor Students (14 years to 17 years old) – items to bring every time a minor goes to the OMV
• Original or State Certified Birth Certificate (no photocopies) and another primary document or two secondary forms of identification.

What are the regulations for obtaining a learner's permit?
LEARNERS PERMIT 15 YEARS OLD
(This license will enable the minor to drive while being accompanied by a licensed parent, guardian or licensed adult at least age twenty-one or older.)
To obtain a learner's permit you must take your certified birth certificate, Social Security Card, certificate of successful completion of a 38 Hour Drivers Education Course approved by the Department of Public Safety & Correction or the Department of Education and a School Enrollment Form to a local Office of Motor Vehicles or a local Public Tag Agency.
If you do not have the original Social Security Card, you will need to provide an additional secondary document. Your legal custodial parent or legal guardian must accompany you with picture I.D. In case of joint custody, only domiciliary parent may sign. If a minor is accompanied by a mother who has since re-married, the mother must present documentation to show the connection in the names, such as a certified copy of her divorce decree and new marriage license.
You will be required to have taken and passed the written and vision tests.

A 15 year old cannot get an Intermediate license until he/she is 16 years old and has had the Learners Permit for a minimum of 180 days and passes the"Road Skills Test".

This license authorizes the holder to drive unaccompanied by a licensed driver.
The applicant can obtain a class "E" license upon successfully passing the the 30/8 hour class and Road Skills test.
NOTE: Office of Motor Vehicles driving skills tests are NOT given between 11:00 AM and 1:00 PM. Suggest you arrive no later than 3:00 PM. These skills test are NOT given during inclement weather.
What are the regulations for obtaining a first time driver's license?
FIRST TIME CLASS E LICENSE AGE 18 OR OLDER

- Social Security Card.
- Certificate of successful completion of a thirty-eight (38) hour drivers education course OR a 6 hour pre-licensing course approved by the Department of Public Safety & Corrections.
- You must take and pass the written, vision, and driving skills test.
You have the option of going to a state certified Third Party Tester to be administered a driving skills test. They can charge up to $30.00 for the driving skills test. Third Party Tester List. You must report to the Third Party Tester with Test History Form or a valid learner's permit issued by the Office of Motor Vehicles. A Third Party Tester can lease a vehicle to you to take the driving skills test. They also can administer the test in inclement weather and at your convenience, usually anytime of the day or night. - If you provide your own vehicle, proof of insurance is required.
- Vehicle you provide must have a current safety inspection sticker, current license plate validation sticker, and current certificate of registration.
